Can't open ANY program

Occasionally when I reboot, I get an error message
with EVERY program I try to open. It tells me either
the path, file, etc cannot be found or I don't have
the appropriate permission to access the file.

I have administrator authority as I am the only
user on my PC - there is no network.

Sometimes I have to reboot several times before I can
open my programs from the desktop shortcuts OR even
from Program Files/whatever.exe.

Anyone have any ideas - it's driving me nuts
