1 problem with constant help windows poping up in XP Pro

I did a lot of reading and searching, but it seems this is a new occurance of a problem.
I am PC literate, 21 years working with PC's and did plenty of XP machines in either flavour, but this one
has me stumped:
Case:
HP Laptop, 2.4Ghz P4, XP Pro, just returned from HP after warranty work,
it was overheating and noisier than 747 at takeoff, HP replaced all the Fans and the heatsink,
installed new DVD/CD-RW drive and re-imaged the hard disk to their factory default installation.
Just the way it was when it was purchased. EXCEPT:
Now everytime you open any application it will automatically open the associated help windows.
Does not matter if it is Notepad or Nero burning rom. Click it off and move the cursor over the title
bar of the program, it will pop up again. I'm just about ready to wipe this sucker again and re-install XP from my own CD.
Quite annoying, since I know how to use Notepad ... VBG...
Anybody go any ideas?
