Sounds like you are a victim of this installation tool. You can get in by
using the floppy disk set to start the Recovery Console.
Home edition:

Professional edition:
http://www.microsoft.com/downloads/release.asp?ReleaseID=33291
You will need 6 floppies and a machine to create them on. Then boot the
affected system with them.
