possable GDI+ detection tool problems

after installing this GDI+ detection too (on XP pro SP2, and on win2000) i
have been noticing a problem, on the xp box i use a dial up connection, every
time i dial up, my computer stops responding if i try to open a new program
(any thiing running before the connection is made works fine) for up to 5
mins then the programs just all start up.. eg i have Mirc and IE open, i dial
up and make a connection, Mirc connects fine, IE works fine, but if i try to
open any other program (even task manager) i just see the hour glass and
nothing happens, a few minuites later the program(s) i tryed to run will
magicly appear.
The same thing happened when the GDI+ detection tool was installed on a
win2000 box, but this has an ADSL connection, and would stop any programs
from loading after the startup sequence for up to 5 mins.
both machines did not even require this update but they were forced down
thie throat with automatic update.
is there any way to uninstall this GDI+ dection tool update? or is there
anyway to fix this problem i am seeing?
