Can't create dial up connection

I have tried to creat a dial up connection it am unable. I
receive an error message saying I need to install Remote
Access Service, but where do I install that from? I know
how to create a dial-up connection manually, however, it
won't even let me do that!! I have turned on all services
I can in the Manager, but I get a message
saying "Dependency service or group failed to start" when
I try to start Remote Access Auto Connection Manager. When
I try to start Remote Access Connection Manager I get a
message saying "Access Denied" PLEASE HELP!!
