You never stated you did that.. You stated you uninstalled SP2.. You stated
you turned the firewall off, but you never stated you changed the
configuration on it. Turning ti off and changing the configuration would do
different things - and uninstalling hardly ever (with most things) gets rid
of all traces/changes made.

Also, I assume you have tried on more than one FTP. You never stated you
had tried more than one FTP where you know you have rights to upload
(write). Or is the FTP you are trying to upload to one of yours on an XP or
other system - have you checked its configuration/modified it lately?

To me it sounds like you are trying to upload someplace you don't have
rights to. I uploaded/downloaded from several different machines to a few
different FTPs, even quickly configured one and tried it - everything seemed
to work okay here. I cannot figure out what you would change to block such
a transfer that you couldn't change back just as easily.
