some user accounts not connecting to internet

i have windows xp and a broadband connection. just recently, 2 of 3 user
accounts stopped connecting to the internet, but all connect to AOL (no
flaming, please, lol.) only the most recently-created account still connects
to the internet through internet explorer (whether alone or via AOL.)

i tried creating a brand new account, but that didn't connect, either.

obviously, this is not a hardware or broadband problem. i am assuming it's
a setting issue, but i have no idea what to change.

HELP! i'm tired of being under my teenage daughter's setting preferences! :)
