Startup problems, please help!

Hi, I have two problems that have just come up, and
they're probably related.

When I start up the computer, it goes to the user logon
screen. Then there's a popup that says windows is
restarting, and it has a 1 minute timer until it does
so. This happens 99% of the times I turn it on.

If I manage to log into a user, the taskbar periodically
fills up with hundreds of the "Add Hardware" icons beside
the clock. In device manager I have four "Unknown"
devices that don't have drivers, and windows cannot
detect drivers to install for them.

And the taskbar flooding causes programs to crash. I'd
like to get a handle on this problem before it escalates!
