only 1 user account connects to internet

I have 3 user accounts on Windows XP. I use broadband to connect. Until a
few days ago, everything was fine. Now only the most recently-created
account will access the internet. The other two get an error page on
Internet Explorer. All 3 still access AOL fine through the same connection.
I tried creating a new user they account, but it didn't access the internet,
either.

How can I restore the connection to all my accounts?
