If this second drive is being recognized by the system's BIOS and by the OS,
then there should be a reference to this drive in Device Manager. The drive
will not appear in Windows Explorer or My Computer until it has been
partitioned (the partitioning operation then allows for the drive letter
designation for each partition created on that drive). Once it has been
partitioned, the partition(s) can then be formatted to accept data.
The easiest method to do the partitioning would be by utilizing the Disk
Management utility. Have a look at this MSKB article, "How to use Disk

I don't know the size of the hard drive that you installed, but I do know
that there is a limitation to using the FAT32 file system when formatting
via WINXP Setup or Disk Management.....volumes that are larger than 32G
cannot be formatted utilizing the built-in utility. If the drive in question
is larger than 32G, and you want to format it for FAT32, then you would have
to decide whether you want to create more than one partition on this drive
or whether you want to use a WIN98 startup floppy disk (with updated FDISK
utility) in order to create the larger-than-32G partition(s) and format
them. If you were wanting to use NTFS file system, then you could utilize
the Disk Management utility and not be limited to 32G partition(s).
