Virtual Memory Too Low

I use Dell Inspiron 2500. Operating System is XP Professional. Application
is FrontPage 2002. I get a message that the virtual memory is too low when I
try to access a web site to update/edit on line.

I tried to increase the minimum and maximum virtual memory range and did not
work. I tried to let Windows select what is best and does not solve the
problem.
Windows try to increase the paging file and FrontPage closes itself.
