I had this problem on a machine that was heavily infected with Spyware. You
will need to run Adaware, Spybot, CWShredder, HijackThis!, and a full virus
scan all in safe mode logged in as administrator.
Unfortunately I was unable to completely remove this beast in a reasonable
amount of time at work and the rules for us stated that machines needed to
be reimaged if it took too long. I got it to the point where the system was
usable but within a day the beast came back.... this could have been the
user doing whatever they did in the first place to get infected.
What I needed to do to get the task manager and regedit back in normal mode
was to mess with the Local Security Policies.
This is a nasty program whatever it is.
