As explained in the article, you need to contact contact Microsoft Product
Support Services to obtain the hotfix. For a complete list of Microsoft
Product Support Services phone numbers and information about support costs,

FYI, this hotfix is not available for public download as of now and the
posters here can't be of much help on this one.
