firewall disabled and configured not to be used and continuously gives warning

service pack 2 firewall disabled and configured not to be monitored.
however security center will still give a warning about the firewall as if
not configured so. all options are configured correctly but this issue
still persists after cold or warm reboots. any insight to either fixing
this issue or the fact that this is a known problem wouldbe much
appreciated.
