Corrupted INF file

Good day...here's my problem...I've got kids.
It seems that, unknown to anyone of course, that there have been changes
made to the <SYSOC.inf> file in <C:\Windows\Inf>...
now I can't access the add\remove programs in my control panel...the error
message I recieve reads...<Value creation failed " at line 472>...My
question is...does anyone know where the inf files might be located on the
XP home cd? Can I extract the file I need or is it only created during
installation? I searched my cd and came up with nothing...
I'm running a dell dimension 5200...c/w re-installation disc...If I need to
re-install can I do it easily enough over the existing installation?
