If you friend was using a Microsoft program with "publish" in its name to
create the *.php file, then your friend was using Microsoft Publishing not
Publisher. They are different programs with different intended users {and
costs}.
Microsoft Picture It and Digital Image can also create and open *.php files.
Suggest you seek more expert help in microsoft.public.pictureit .
