restarting windows XP in command prompt

Can anyone please help me with this problem that I have. I very
frequently have to connect to a remote computer using Telnet. The
problem that I have is that after making a correction, I need to get
this computer to reboot from the command prompt. A reboot normally
fixes the software glich. The other alternative is to drive twenty
miles and pull the plug which then enables the computer to reboot and
correct any faults. I am using windows XP Pro on both machines. Can
anyone help me please?
