Why can't I scroll when in a cmd.exe window, but can with a command.exe window?

I'm running Windows XP Home on my notebook and when I open a cmd.exe
console window and cause text to run down too long for to see in the
window, I do not have a scroll bar on the right to allow me to scroll
up to see the rest of the text. With the command.exe console, I do
have the capability to scroll. My roommate also has XP Home on his
desktop and when he uses a cmd.exe console window, he can scroll. Why
can he scroll and I can't? Thanks.
