Likely. Shut it down, check all of the cables for the CPU fan, and go
grab a sandwich or something; let it cool off. Then with the case open,
start the computer and watch the CPU fan. It should spin and suck air
into the CPU heatsink. If your fan has failed, take off the dead fan
(if you can) and replace it, or grab a window fan and have it blow air
into your computer.
If you have a Pentium 4 with 512 KB of L2 cache (a C-revision), go into
the BIOS and look for an option called "Delay Prior to Thermal." Guess
how long it takes your computer, from power-up, to finish booting and
loading Windows. Your choices will be 4, 8, 16 and 32 minutes. Set it
to your boot time, rounded up to the nearest choice.
Examples:
2 minutes to boot, 4 minute delay.
5 minutes to boot, 8 minute delay.
40 minutes to boot, something is seriously wrong.
What "Delay Prior to Thermal" does is, after the grace period you just
set, waits for the on-die thermal probe to register 38 degrees Celsius
(100 degrees Fahrenheit). Once that point is passed, the chipset mixes
your commands with HALT commands (50-70% of your CPU time, depending on
how hot it is) in an effort to cool down the CPU. Delaying this allows
for the CPU-intensive boot process to complete quickly.
