If you've applied the patch successfully, the entries should be available in
the registry with a 0.
http://www.kellys-korner-xp.com/regs_edits/restorealldisplaytabs.reg

It means that the registry edit was not applied successfully. Secondly, a
screenshot would be needed. If possible, send to my email id (remove
nojunkmails.com from my email id)

Andrew,
The restrictions can be placed anywhere under:
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System
HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\System
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Therefore, look in the above locations. Or, export those keys and post it
here.
HKLM denotes HKEY_LOCAL_MACHINE
HKCU denotes HKEY_CURRENT_USER

Andrew,
Open Registry Editor and navigate to:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
]
In the right-pane, see if anything is assigned a value of 1.
