Replacing damaged system files

I recently picked up a virus, which infected a file/some files. My
Anti-virus program (McAfee) deleted the infected files before any serious
damage was done, but now one of my most-used utilitites refuses to work
correctly. (It goes into background and halts. When I cancel it through
Task Manager, it exits properly as if it had worked and it gives me a report
of what it has done, which is invariably nothing !). I have completely
re-installed the utility several times but that makes no difference, so I
suspect that the virus infected a system .dll (or some like file) that this
utility uses which McAfee deleted.
My question is how can I tell if a standard system file is missing. I have
no other problems currently, and the utility does not generate any error
messages when I run it. I seem to remember a Microsoft utility which was
able to check for missing or changed system files, but I can't remember what
it is or where to find it. I can find no reference on Technet.
