Window reports "Cannot open volume for direct access" when I have windows check drive "C:\" on boot..........HELP!!

While have Perfectdisk do a page file defrag and offline defrag on
boot it reported errors on drive C:\ , so on boot to desktop I had
windows check drive "C:\" on next boot ("Automatically fix file system
errors")but windows just skip it for some reason unknown to me. I
again requested windows to check drive "C:\" 3 time with same results.
OK, then I had windows do both "Automatically fix file system errors"
AND "Scan for and attempt recovery of bad sectors" this time windows
reports "Cannot open volume for direct access" and never even tries to
scan OR fix drive "C:\". PLEASE ADVISE me how to fix this problem.
Ive tried cmd promt and this is what it reports:

And when I say "yes" I get the error message.
How do I find what proccess is using volume C?

PLEASE HELP!
