Help! Me Please!

Im not sure this is the right place to ask for help but
microsoft is the only website i can get onto.
Whenever I connect to the internet and open a webpage
http://outbreak.ntli.net/ comes up and wont let me go on
anything else! It wants me to install some software and i
know its a virus, but it had a link to Microsoft.com and
this is the only website i cana get onto, if i try others
http://outbreak.ntli.net/ comes up!
Please try to help me someone out there please, what do I
do to get rid of it, ive tried everything, virus
checkers, cleard all my internet settings etc!
