ipconfig release command won't release

I have seen this on multiple xp boxes. In cmd, xp refuses to release the 169.ip address (apipa address). This prevents further network troubleshooting as I can't see if it will pull from dhcp after I've made configuration changes. This has never been a problem with any of the earlier o/s.

Is there some sort of trick to force xp to let the apipa address go so I can try a renew?
