VIRUS HELP!!!!!!!!

Hello
        My brother runs XP on his laptop. He discovered more than 1 virus
and has Norton, which he has used to fix all virus'. There is still 1 that
Norton won't fix, isolate, quarantine or anything, and he can't delete it no
matter what he tries. The file is named "httpfilter.dll". Any
help/suggestions would be very appreciated.
