File New Menu Not Working (right click new not working also)

Something strange is going n here.

Recently, my XP Pro machine will not allo me to select the File, New
option under explorer or right click, new.

The new menu choice is there, when I select it, nothing happens. The
machine will not respond to mouse clicks. If I wait about a minute the
machine returns, but no new menu is up.

Makes it real hard to make new folder.

Ideas?
