Try this; Start, run, type in msconfig , click ok, under the Services
tab, check "Hide all Microsoft services", under the "Startup tab, disable
all, ok, and reboot...after rebooting, check box in lower left corner of
popup config changes box, and close it. If this helps, go back into
msconfig, and recheck one box at a time, rebooting after each change to look
for problem to re-appear. Hope this helps, as it helped me with a similar
problem.

re-installing the OS twice now with the same problem. At first, it was
constantly rebooting but has now settled into giving me a double popup on
each boot telling me that "The Service Database Is Locked" & "Can't Start
Kernel Mode Driver Service." In the "Event Viewer", I can see that the
errors were DCOM reporting that it couldn't start the "NETMAN" service.
