when i do a ipconfig at the cmd prompt i get
ip address 10.0.0.3
subnet 255.0.0.0
gateway 10.0.0.2
in IE i type in 10.0.0.2 to access the dsl modem
and when i goto www.whatismyip.com i get a 12.180.99.xxx address

You have more configuration you haven't told us about. But to the external
world your ISP assigns an ISP address to your network. Whatever that part of
your network is (and it's not a hub) assigns addresses to the computers. You
need something to tell whatever that thing is to forward FTP request to the
computer's IP that is the server.
Perhaps employ a network engineer.
