USB Modem fails to Initialise.

I have a problem with my USB ADSL Modem. I cannot get it to initialise after
a re-boot. I either have to unplug and re-plug the usb connector, or
re-start the computer. The modem is a Thompson SpeedTouch 330, and I have
asked the manufactor for help and they suggested new drivers, which I have
installed. They made no difference.
When the computer is booting up the modem lights activate, but just prior
the 'welcome screen' something switches them off. The modem ALWAYS activates
after a restart. I have tried going into msconfig/Startup and disabling
everything, it made no difference.
The modem is installed correctly according to Device Manager, and no errors
show when the modem fails to initialise. Help and Support tells me, "to
unplug and replug the USB Device", is this my only answer, or is there some
way I can get the modem to initialise every time I boot the computer.
Windows XP Pro, SP1 installed.
