How do I disable System Restore thru a command prompt?

Hello all,
I'm attempting to disable the System Restore in XP, but am unable to go to Control Panel - I keep getting "Windows Explorere has encountered a problem and needs to close, blah blah blah"
I've searched the Knowledge Base, and found how to disable it through the control panel (which I can't get to), and how to start system restore from a command prompt, but can't seem to find anything on how to disable thru command prompt.
Any help would be appreciated....
