I can think of 2 solutions.

Solution 1: When you need to run msconfig, click Start, Click run and type
"C:\WINNT\PCHealth\HelpCtr\Binaries\msconfig.exe"

Solution 2: When I run a search for msconfig, I get 2 hits on the search.
One copy in "C:\WINDOWS\PCHealth\HelpCtr\Binaries" the other in
"C:\WINDOWS\system32\dllcache". I would try copying msconfig so that there
is a copy in both of "C:\WINNT\PCHealth\HelpCtr\Binaries" and in
"C:\WINNT\system32\dllcache" or in (which ever folder exists)
"C:\WINDOWS\system32\dllcache"
