Windows not starting up

After the black screen with the blue bar sliding across it, my system freezes on a blank screen

If I then switch the power off and restart in safe modes, it scrolls through commands and freezes on the line multi(0)disk(0)partition(1)\windows\system32\drivers\mup.sys.

What causes this problem and how do I fix it?
