1. Make sure the phone line is plugged into the correct socket. There are
two sockets in the modem card, one for the line and one for a spare phone.
2. Make sure that the cord to the wall is working. Remove the line from the
computer and plug it into a telephone unit and check of a dial tone.
3. I'll bet it is a defective phone cord, or wall socket, not the computer
modem, or someone reversed the socket connection and has it on the spare
phone connection.
