non working windows XP!!!!!

I can log onto windows but the error message " EXPLORER.EXE-Entry point Not Found"
"The procedure entry point Assoc is Dangerous could not be located in the dynamic link library.
SHL WAPI.dll"
I only get background on desktop, no thumbnails or start menu. Any sugesstions as to how to fix this, and how do I do safe mode?
