You may have more success in safemode.
Press F8 just before windows starts to load you will get a menu on a black
screen if you time it right.
Select the option for safemode and press enter, the screen will look very
basic when it finally starts up it will ask for a administrator password if
you didn't set one leave it blank.
I assume the PC will act as it did before the problem started at this point,
if that is the case use system restore to recover a restore point prior to
the problem. The PC will reboot and start up normally, see what it's like
now.
Failing that post the result.
