Shortcuts menus only appear when you run mouse over them

When I right mouse click on the desktop screen I no longer get the full shortcut menu. Items in the menus will apear only as I move the mouse down. This is happening in Outlook Express and other software programs. Shortcut menus in Office programs are workiing properly. If anyone has a solution please let me know. thanks.
