Location of user profiles data

Until recently, the data related to the two user profiles configured on my PC (Windows XP Home edition) were in the "Documents and setting" folder.

Now, after having re-installed XP for a technical problem, any new profile is stored under "windows/profiles". Also the information regarding "all users" is now taken from the Windows directory rather than the "documents & settings". My old profiles, however, are still there.

Now, can you help me in understanding:
1) what is the correct place where these data should be stored (i.e., favorites, documents, start-up menu, ...)
2) why do I have now two different locations?
3) how to clean up everything?
