CD-RW DVD-Rom Drive cannot read contents of CD unless system boots with CD or DVD in drive.

I'm running XP Pro with SP1, I get "invalid function" error message when trying to read CD in either CD-RW or DVD drive. Disks are recognized only if the system boots with a disk in the drive.
I have tried different cables, different settings in Bios etc.. MS knowledge base reports Roxio is the culprit, however I have never had Roxio installed.
Any suggestions before I use the Format Hammer?
