Deleted User Account

I have a friend that deleted one of her user accounts. She not only lost all
the files in that account but several programs were gone or messed up. I had
her do a system restore which fixed all the programs didn't restore the
missing files.

She has lost all her pictures, mp3, and files in My Documents and her mail
and address in Outlook Express. Is there any way to restore these files? I
don't know if it is possible.
