why can't i change the default action of a folder type when i double click?

i have found the tech note on how to do such by going to start>control panel>fodlers options>view>advanced and change the default action (made 'open' as the default action when a fiolder is double clicked), it acceepts change, BUT does not acually work after restarting. if you check the default action by right clicking the fodler, it has search on top and bold and the open action as 2nd. that is why is not working as it should, BUT why does it change and why can't i cahnge it back to 'open'?

what services or registry entries could cause this issue?

it appearas that after i run XP Backup tjhis happens? what services does Backup defend on? registry items?

this is a wierd science thing, help? please email me directly also.
