Can't open control panel icons

When I go to start menu and then control panel everything
is fine, but when I try to click on add/remove programs
for example, the new window appears, then after a split
second disappears, this happens with most of the icons.
In other words I can not access them, I have tried system
restore but it just says that my computer cannot be
restored. I did look at my event viewer and found the
following that occurred around about the same time as
this started
" The COM+ Event System detected a bad return code during
its internal processing. HRESULT was 8007043C from line
44 of d:\nt\com\com1x\src\events\tier1
\eventsystemobj.cpp. Please contact Microsoft Product
Support Services to report this error." Any help would be
greatly appreciated.
