Removing the "Run As" Command

Through various attempts to clean up my system and setup, somehow the Open command available when you right click on an icon is now replaced by "Run As". This means that each and every time I open something I have a pop up box come up that says "Which User Account Do You Want To Use To Run This Program?" and the option is defaulted to Current User (My PC name and User account name)

Under this selected option is a check box that is checked - it says "Protect My Computer And Data From Unauthorized Program Activity". The only way I can open my icons is if I uncheck this box each and every time.

Is there a simple fix to this annoying problem? I do not have any other user accounts. The only one is my own one and thus I am the administrator.
