Problems with Start Menu

I am running Windows 2003 Server (standard), and since I couldn't find
any 2003-specific newsgroups, I figured this would be the best one to
post in.
My problem is that whenever I select the start menu (i.e. push the
"start" button), it takes a good 5 - 10 seconds before anything happens.
The entire GUI is locked up. I can move my mouse around but clicking
on anything does nothing.
This is a new installation I am using to evaluate whether 2003 offers
anything compelling to justify my company moving some of their existing
2000 servers to it.
That said, the box contains a fresh install of Windows 2003 Server and
is using an Athlon XP 2000+ with 1.5GB of PC3200 DDR and a 120GB 8MB
cache HD.
I think the memory and processor requirements are met, so I am wondering
why there is this long delay. I checked the obvious things:
- Drives mapped to network shares that are no longer available
- An excession "My recent documents", "Internet History" folder
There are only a few other applications installed on the machine, so I
am not sure what is causing this. Any ideas? Any other places I should
check?
I do have the TweakUI PowerToy for XP/2003 installed and have my menu
speed (fast), which I always set. Other than enabling the themes
service (so I could use the XP look-and-feel--ootb it was disabled), I
can't think of anything else that has changed.
