Installing Programs take way 2 long

 am running Windows XP PRO
2.6 GHZ 800 fsb P4
Asus P4p800 dlx
1 gig of ram

When I install certain programs they will go good and then seem to hang...but closer look at the task manager shows that the System Idel process running at 99 and system load at 50% An example of this is it took over an hour for the jet set update to install( Not including download time). I have a fully legal copy of XP from school. I have no virus or spyware as I have run Norton antivirus full system scan right after it updated virus defs yesterday as well as adaware. I have tried reinstalling the OS a few times ( actually formating my c drive) and it will not work from the beging most of the time of it will work for the first couple of hours and then stop. Could this be casue by a defective motherboard? or is it a software problem. I also have over 6 gigs of free harddrive space on my c:, 40-80 gigs on D, and another 20 on E:
I need some guidence please help. Thank you in advance
