Just because hardware is listed doesn't mean the correct driver was
installed for it. When you did the inplace (repair) install, did you
select the multiprocessor HAL (hardware abstraction layer)? One way to
check is to look in Device Manager (devmgmt.msc) and look under the
"Computer" node. Is a uniprocessor HAL listed, or a multiprocessor one?

If a uniprocessor is listed, you can change the HAL using the hardware
config wizard rather than do a (custom) repair install again. Update
the driver for the "Computer" processor, specify that you will pick a
driver from a list (so you can see the list), and select a
multiprocessor HAL. For example, if it now says "ACPI Uniprocessor PC"
then select "ACPI Multiprocessor PC". You will very likely need to have
the installation CD ready for it to yank file(s) from there to update
the HAL.
