It is still recognised as a new device the first time the operating system
reads it. To give an example, I regularly use my USB flash drive on my
computer, however If a friend connects their one it installs it as a new
device. I'm only guessing but I'd imagine they each have some form of I.D.
and the system simply recognises it as a new USB device, unaware that it is
another USB flash drive until it is installing it.

The problem is not with the auto run function. Your CD Drives are already
installed when the system first boots up. A USB Drive however has to be
installed by windows the first time it is inserted. This is why the
programmes do not auto run the first time. Once the device is installed
though it is able to auto run each time it is inserted again

The auto run function is probably not working on first use as the
device
is
being installed. After the device has been installed, as you say it
will
happily work as you want it to
