I have several USB-to-serial devices that I use.

Every time I unplug and replug them, the computer assigns new COM port
names to them, and doesn't allow me to change back to the old names
through the device manager (says old ports are in use).

For example, I had a device as COM4. When I replugged it, it became
COM7, and then again COM11.
Does anyone know how I can get rid of the old unused COM ports, and
reuse them?
