You would do well to to determine EXACTLY what you have before adjusting. You DON'T have a 1.5 MHz processor (the first PC's were 4.77 MHz), and if you meant 1.5 GHz then you are already underclocking at 1.3 GHz. The MANUAL setting should allow tweaking, BUT first make VERY, VERY sure what processor you have AND the ACTUAL frequency its supposed to run at, NOT the "equivalent speed" or other such advertising nomenclature, but the true operating frequency. AMD or INTEL web sites would be a good place to read up, depending on your processor.

Chkdsk from xp's recovery console continues to find errors

Look in the bios for CPU setup...
you won't do any harm to try a slower clock speed...
but familiarize yourself with the bios reset jumper and how to use it
