By default COM1 and COM3 share an IRQ, just as COM2 and COM4 share an IRQ,
so the easiest way to fix this would be to change the UPS to COM2 or COM4.

I have a modem plugged in to COM1 and a UPS plugged into COM3. I have been
having trouble with the modem connection and noticed under Resources that
IRQ
4 has a red circle with a slash through it. Although, the device
indicates
it is working properly. When I check COM3, it is also sharing IRQ4 but
also
has the red circle w/slash. To get the modem to use IRQ4 only, how can I
assign a different IRQ to COM3? This is on a Windows 2003 Server.
