Very mysterious. It could very much be a problem with the hub's logic,
or even the circuit although I doubt anything's failed in the circuit
since all three ports are in operation individually. Do you have a
spare 4-port you can swap in, or maybe a spare non-powered hub just for
the mouse and scanner?

I wonder what the power specs are on the MSI. Any chance the
combination of those three is drawing more than the total power
